History

Dr. Joe Jennings was one of the unfortunate victims of Dr. Hydro that were mutated into amphibious Hydro-Men. He once helped Namor during a battle with Doctor Dorcas, Tiger Shark, and Attuma despite the fact that Jennings is a bit of a coward. When the trio were defeated Jennings promised Namor that the Hydro-Men would imprison Attuma.
