History

Lt. Bert Rose was a New York policeman who had an enormous dislike for costumed heroes because he believed they thought they were better than the police. He was one of the policemen who discovered Battlin' Jack Murdock's corpse. He came into contact with Daredevil several times and arrested him one time when he was being framed for murder by the Jester.
