Ultimate Invasion[]
In a world whose history was veered off course by the machinations of the Maker, he installed himself as imperator of the Earth. By 2023, the world was divided into seven major territories: the North American Union, the Society of South America, the European Coalition, the Upper and Lower Kingdoms, the Eurasian Republic, the Children of Eternal Light and Hi No Kuni.[2]
After conducting numerous tests with iterations of experimental societies within his base of operations, the City, the Maker grew convinced that enduring peace was unattainable due to humanity's inherent nature. As a result, he established a secret council comprising the leaders of each sovereign territory. Together, they manipulated conflicts and alliances among their nations to unite their respective populations. In present day, the Eurasian Republic served as the designated "rogue state" that unified the other territories as a common foe, with the intention for this role to be rotated between each territory over time.[3]
During a public congregation between the world leaders in the Maker's domain in Latveria, the imperator was attacked by a strike force sent from the future by his adversary, Kang. The world leaders worked together to subdue the invaders, but one of their members was killed in the process, Obadiah Stane of the North American Union.[2] Afterward, the Maker's council convened in the Maker's Castle, reeling from the attack. Among them was present the co-leader of Stane's territory, Howard Stark. Since Stark was unvinvolved in his nation's political affairs, the council had to introduce to their insidious workings and the ideals behind them, but he rejected them.[3]
After Stark betrayed the Maker, trapping him inside the City as it closed itself off from the rest of the world, the council gathered in Latveria again to discuss their course of action going forward in light of the Maker's absence, and agreed on waiting two years to see if the City opened up.[4]
North American Union: The Spider, the Goblin and the Kingpin[]

In the aftermath of the terrorist attack, the Council would be left unaware that Tony Stark and his assembled allies had survived the attempt on their lives by using the Immortus Engine to escape eight months into the future to June 2024.[5][6] Afterwards, they would start the next phase of their mission to dismantle them, commencing with the dispatch of boxes containing the necessary means to facilitate the restoration of intended superheroic identities among individuals affected by the Maker back to January 2024.[5][7][6] One successful recipient, of at least two, was Peter Parker, who had been prevented from being bitten by a radioactive spider at the age of fifteen.[8] Willingly bitten and gifted with a Picotech stealth suit, the thirty-five-year-old Daily Bugle reporter began a vigilante career behind the backs of his wife and children, eventually taking on the name Spider-Man.[5][9]
But months earlier, Harry Osborn, son of the late Norman and Emily Osborn and co-CEO of Oscorp Industries with his wife Gwen Stacy, had been sold the assets of Stane/Stark Industries by Wilson Fisk, a subordinate of Henri Dugarry as the new covert ruler of the East Coast of the North American Union. With the help of Oscorp scientist Otto Octavius, Harry would discover Howard Stark's historical records and the truth about his world, and in response, with Otto's help, modify an Iron Man armor in an attempt to eliminate Fisk and his superiors.[7] Though partially kept out of the public eye due to Fisk's control of the media, Harry's various attempts on Fisk's life, along with his armor design, would bring him enough notoriety to earn him the nickname Green Goblin.[9]
Spider-Man and the Green Goblin's activities would not go unnoticed by Duggari, who would see them as a threat to the Council and its rule over the North American Union, and would pledge his resources to aid Fisk's attempt to eliminate them. The Kingpin, however, would refuse and decide to go his own way, gathering all five of the figureheads who controlled New York's boroughs under him into the Sinister Six to play a game of cat and mouse with the vigilantes.[10][11]
