For the Maggia enforcer from the Iron Man video game, see: Marco Scarlotti (Earth-199999)

Marcus Scarlotti is an agent of Hydra. He led a squad of Hydra agents disguised as S.H.I.E.L.D. agents in an attack on the United Nations. After this attack, Scarlotti's team was sent to Belgium as part of a trap to lure out more S.H.I.E.L.D. agents. S.H.I.E.L.D. was led to believe Scarlotti's team was to attack Julien Beckers, a Belgian foreign minister who spoke out to defend S.H.I.E.L.D. after the attack on the United Nations, but in reality Beckers was affiliated with Hydra all along. The ruse trapped a team from the Netherlands at a safehouse in Bruges, and Scarlotti killed the leader of that team himself. Lance Hunter, a mercenary working for S.H.I.E.L.D, barged into the safehouse soon after carrying a case of beer. Hunter initially acted friendly towards Scarlotti and his team, but was really distracting them long enough to allow S.H.I.E.L.D. agents Melinda May and Bobbi Morse to come crashing through a window. Scarlotti took off, but Agent May followed him. Once she had him cornered, Scarlotti took out a whip-like weapon with a knife attached at one end to fight her. Scarlotti almost strangled her with this device, but May was able to get out of it, turn that weapon on Scarlotti and defeat him. Scarlotti and what was left of his team were later taken into custody by Brigadier General Glenn Talbot.[1]
