History

Agent Peggy Carter of the SSR recruited four misfits as subjects to Project: Rebirth, one of them was Sam Wilson. When the operation was sabotaged by Nazi double agents, Peggy helped Sam get to the chamber that turned her into the first and only Super-Soldier, Captain America.

In the course of the seventy-five years of Captain America's disappearance in the middle of the war, Peggy became the director of SSR's successor, S.H.I.E.L.D., and employed Sam's services once she returned for the alternate reality.
