Strock travels to the Blue Ridge Mountains of North Carolina and discovers that the phenomena are being caused by a brilliant inventor named Robur and his powerful vehicle, the Terror (which is all the high-speed car, the submarine-like boat and the flying vehicle causing the mountain rumble). Strock and his men try to capture the Terror, but Strock instead captured by Robur, who plans to use the vehicle to terrorize the world and become the Master of the World. Robur takes Strock aboard the Terror as he carries out his scheme, thou Robur and his crew barely tell him anything. During a chase, the Terror is struck by lightning and breaks apart, destroyed, and falls into the ocean. Strock is rescued by a boat, and Robur and his men are presumed dead.
