History

Marvin Flumm was an agent of S.H.I.E.L.D. who visited The Hulk at the Himalayas to convince him to attack the Children of Tomorrow and their base, called the Dome. After Nick Fury was displaced as director of S.H.I.E.L.D. when the President enacted the Winter Protocols, Flumm became the new director of the Black Ops section. The Winter Protocols licensed Flumm to capture all of the Ultimates, including Nick Fury.

When Reed Richards, the leader of the Children had launched a nuclear attack on Washington, D.C., killing the President and almost the whole cabinet, a new Civil War started. Captain America was elected President by the majority of the population, and after Flumm tried to kill him under the orders of Mr. Morez, he was fired from S.H.I.E.L.D. and his position was given to Monica Chang.
