The MRD is one of the many organization of the Human Coalition who tracked down the mutants across the world.
In Los Angeles, they investigated on Julian Keller, who had been living for a year and a half in a bespoke underground shelter fitted out to luxurious standards.
The field officer assigned to his termination operation in that shelter strongly underestimated Keller’s powers. He orderred a laser attack who was intended to kill him instantly, before he even knew an attack was imminent. The laser succeeded only in severing his hands and forearms, and Hellion was able to stanch the flow of blood telekinetically.
He immediately confronted and destroyed the Exonims sent on him, and managed to escape. Three jet fighters were then sent to pursue him: the largest piece of metal obtained from the subsequent wreckage measures seven millimeters.[1]Notes
The Director Robert Monahan was possibly part of the organization, although it was never confirmed.
