History

Commissioner Nathan Martin recruited Captain America to work as an undercover police officer. The Commissioner's goal was to find out what had happen to seven of his patrolmen and more than a dozen city officials who had gone missing and he was going to use Captain America in the guise of a new rookie recruit as bait. No one outside of Martin and Captain America was to know about their agreement due to Martin's lack of trust of who might be behind the disappearances combined with the Commissioner already having lost two special agents previously.[2]

Captain America soon found that the Grey Gargoyle was the one responsible for the missing people, he had been keeping them encased in stone in a graveyard unbeknownst to any passersby. Luckily those the Gargoyle imprisoned in stone were not dead and only contained temporarily within, requiring the Grey Gargoyle to reapply his touch to extend the stony duration when needed. Once Captain America and the Falcon discovered the missing individuals and chased away the Gargoyle, the missing people were freed of their imprisonment.[3]
