Ned Cecil is one of Victor von Doom's associates at Von Doom Industries and a bank investor. He told Victor to withdraw money since his company's stocks are dropping. Later, he and the rest of the stockholders decides to withdraw from the company altogether when the Fantastic Four were on the news, damaging the reputation of the company. He attempted to takeover the bankrupt Von Doom Industries. At the company parking lot, he told Victor to go back to Latveria or as he calls it the "Old Country". Victor shoots out a bolt of electricity through his chest, killing him.
