History

The group was founded by a Life Model Decoy of Contessa Valentina Allegra de Fontaine and was affiliated with the Outer Circle. Due to its involvement with the Outer Circle, O.X.E. had access to many illegal dealings and secrets.

After the dissolution of the Outer Circle, Bucky Barnes approached the Contessa and proposed that with the intel he inherited from the Outer Circle and O.X.E.'s resources that they form a new Thunderbolts team.
