Synopsis for "The Last Laugh"

Three weeks after the Clown Prince had kidnapped Brainwave and Guy Bethany, Bulldog's arrest, and Athena sending Virtuoso flying into the stratosphere, Lise Chill asked Sir Adrian Britton about the situation and he claimed that his new administrator (Max) had what it took to put the Ministry of Superheroics "back on its feet." Max, who was watching the news, believed that he should just resign and that Britton was just shifting all responsibilities to him.

At the Pandemonium Prison and Community Center, Bulldog was escorted by a prison guard to a cell, where he was reunited with the Dolphin Master. At the Claremont Building, Max vented to Athena while having sex with her. Virtuoso, who was on the Moon, was having a mental breakdown after being rejected by Athena, plotting his revenge on her and Max, as well as seeing a hallucination of himself.

Athena and a frightened Max drove to the Clown Prince's headquarters, House Fun. At the prison, Bulldog's enemies, notably Doctor Calculus, Rabid, and Anvil, were attempting revenge on him.

After Athena dropped off Max, the latter was surprised to be greeted by Gloria. He fell into a trap door and was stripped of his clothing. On the Moon, Virtuoso continued to fight with a hallucination of himself.

Max was changed into a costume, given the alias "Yesman", and forced to compete in a game show to save the life of Brainwave. The Clown Prince told Max to tell a joke, although the latter could not think of one, as both Athena and Kirsty watched the show. Meanwhile, Doctor Calculus and Buccaneer were attempting to manipulate Bulldog into helping them escape.

As Brainwave sat inches away from acid, he was forced to tell the story of his past to the audience. In the past, Brainwave discovered his wife Ladybug having an affair with Lord Zachari Zubidiah. When Ladybug declared that she wanted to leave Brainwave for Zubidiah, the former of the two men killed her by pushing her down the stairs and sparked a rivalry with the latter, while the Minister of Superheroics fabricated a story about her death being an accident. After Brainwave finished his story, Ladybug pulled a lever that caused him to fall into acid and die.

Three days after Brainwave's death, Britton had resigned as Minister of Superheroics after admitting covering up the reason for Ladybug's death and the Popularity Party had defeated the current prime minister in elections. Yesman, who had become the leader of the Olympians, was being interviewed by Guy Bethany on Out of Focus. On the show, Guy and Kirsty both confronted Max with photos of him having an affair with Athena. Kirsty also declared that she was going to leave him for John Page.

Bulldog alerted the prison guards that the villains were planning on escaping. The guards caught the villains, as they were attempting to rappel up the prison walls. An angry Buccaneer attacked Max with his sword, but accidentally hit Rabid, who attacked him, in response, starting a riot.

At Max's new office. Athena announced that she was pregnant and that she had only seduced him to fulfill her mission from the Amazons of having twins. As Max had a mental breakdown from this revelation, Virtuoso returned. Kirsty arrived at Page Towers to learn that men working for the city council were tearing down the Kennel due to John Page not applying for proper building permission. Despite not being allowed inside, she entered the Kennel and put on the Rover outfit with the intention of becoming Bulldog's new partner.

Virtuoso attacked Max in revenge, while Athena attacked the former of the two men, claiming that she wanted to attack the latter, herself. Doctor Calculus stopped the riot and redirected their anger towards Bulldog, who he claimed started it all. As the villains debated on how to kill Bulldog, he begged Doctor Calculus not to kill him and the villain reluctantly gave him another chance. Moments later, Kirsty burst into the prison in Bulldog's helicopter.

Meanwhile, Virtuoso and Athena had been fighting for hours and the former began to have hallucinations of himself again. Kirsty broke Bulldog out of the prison and she asked to be his new partner, although she was still unfamiliar with the controls, accidentally killing a prison guard and blowing up the prison. They both neglected to turn on autopilot, causing them to crash. After Virtuoso's hallucinations ended, he died and Max was about to resign before he was pushed out of the way of Bulldog's crashing helicopter by Brand.

As Max saw Kirsty as the new Rover, Brand declared that they should all forget about what happened and have a drink at the Cape & Cowl, leaving behind a dead Virtuoso.
