The Omega Council is one of the names used by the Beyonders (Ivory Kings) who reside in the Beyond. They maintain and safeguard the Multiverse using their Concordance Engines and the Enigma Force. They are servitors of the Celestials; while the Omegas work from the Outside, the Celestials also appoint the Kings in Black to do the same work inside the Multiverse from the Un-Beyond.[1][3]
History
The Omegas were the servitors of the Celestials and were created during the time of the Second Cosmos, following the Celestial War. The Celestials had named them "Omegas" in opposition to the First Firmament, the "Alpha."[5] After the Second Cosmos had ended, the Multiverse was reborn anew. Unlike the Celestials, who passed on to the next cycles, the Omegas decided to stay outside (or "beyond") the Multiverse in the Second Cosmos' remnants and became known as Beyonders, Ivory Kings, Presters (on Earth), and many other names.[1]
The Omega Council had created the Concordance Engines and placed several of these engines on Earth, each guarded by a "Prester" (e.g. Prester Omega). When a Death Celestial invaded a universe due to the meddling of the engines, they brought the Silver Surfer, who had recently been investigating the engines and Presters, to "Heaven" and identified themselves as "God." The Surfer noted the Omega Council looked like the Presters and the Council replied that they had many names. After informing the Surfer of the purpose of the engines, they returned him home.[6]
When the Omega Council learned that the Enigma was going to threaten the Seventh Cosmos, they decided it would be better to simply demolish the Multiverse themselves as a "necessary experiment," leading to the creation of the Molecule Man, the "broken" child Beyonder, the incursions, and several Secret Wars. However, their experiment failed due to interference from the Multiverse's inhabitants; the Eighth Cosmos ended up being a direct continuation of the old Multiverse with the same looming threat. The Omega Council then opted to simply contain Enigma with their Concordance Engines to a narrow band of realities.[1][7]
The broken Beyonder eventually joined the Omega Council. During the Defenders' mission from Eternity to investigate the mysterious Enigma, the Omega Council wanted to send the Defenders back inside the Multiverse because they, as linear beings, did not want to draw attention to a nonlinear threat. However, the Defenders resisted and went inside one of the Council's engines, sending them to the White Hot Room, and the Beyonder followed them.[1]Paraphernalia

Notes
- The Omega Council originally had nothing to do with the Beyonders but received several very significant retcons:
- The Omegas themselves are a retcon to Prester John and his previously unnamed Concordance Engine. Defenders (Vol. 4) added more "Presters" like Prester Omega, more engines, and a council of these Presters/Omegas.
- In Ultimates 2 (Vol. 2) #6, the Omegas got retconned to be the Celestials' servitors from the Second Cosmos, who apparently had survived the death and rebirth of the Multiverse many times.
- In Defenders: Beyond #2, the Omegas and the Beyonders (a.k.a. the Ivory Kings) were retconned to be the same beings.
