Synopsis for "Chapter Nine: The White Sail of Her Soul"

Doom is left devastated by the tragic death of Valeria unwittingly at his own hands. In desperation, Doom uses his powers to bring himself to the presence of the Vishanti, who hold extraordinary powers over life and death. The Vishanti refuses to hear Doom's demands to resurrect death. Doom uses all of his powers to make them listen to him, but it is ultimately useless as they are so far above him. He then sought other gods for his help. After traveling through yawning voids and White Hot Rooms, Doom reached the presence of the Living Tribunal.

Doom tries to bargain with the Tribunal to return Valeria to life. The Tribunal acknowledges bargains carry terrible costs, but they see Doom has nothing to offer. But Doom does have an offer: a more just universe. The Tribunal sees through Doom that he seeks the assuagement of guilt and not to suffer, which Doom admits but he seeks more. Doom then exposes his soul to the Tribunal, who sees beneath Doom's wild ambitions, guilt, regret, and rage, is his genuine love for his goddaughter that he is willing to put his well-being above his own. Convinced by Doom’s true feelings, they grant Valeria’s life. But in return Doom must pay something far greater for her resurrection.

Doom later meets a resurrected Valeria and explains to her about his deal with the Tribunal. Valeria is left alarmed of Doom's offer with the Tribunal other than losing the title of Sorcerer Supreme, and demands what the costs he must pay. But Doom does not reveal it, stating it is "irrelevant," and that he will deal with the consequences before casting Valeria back to the world of the living.

Valeria returns alive in front of her relieved family.

Doom had mysteriously disappeared from Earth. Because of his absence, United Latveria collapsed and the world slowly returned to the previous status quo as the world's leaders reasserted their authority while claiming they were under influence by Doom's "mind control" when they surrendered their sovereignty to Doom. However, the transition back to before Doom's rule is not without its problems. The policies established by Doom are rendered invalidated. Many who benefited from Doom's citizenship policy are instantly turned into stateless persons. The reversal of Doom's benign policies only exacerbated the very bitter divide between Doom supporters and those who opposed him. Many Doom supporters remain firmly committed to Doom's ideology and are furious at the heroes and their collaborators for stealing away their rights and gifts given by Doom. As a result, Doom supporters had staged acts of violence and terrorism against Doom's deniers. The only lasting contribution to the world made by Doom is a released cure for vampirism.

Meanwhile, Reed is paid an unannounced visit by Doom, who is in a decrepit state. Doom cynically comments how Earth is restored with old dictatorships alongside inequality and prejudices at the costs of restoring freedom and democracy. Reed remains unphased and tells Doom that the world is in a much worse place than it was before he came into power. Reed elaborates what he sees in Doom: he only saw a man who only helped himself instead of helping people, and made fascism appealing by making it appear as a reasonable option but only to destroy all it touched. Doom only demanded sacrifice, and thus more suffering, from his own citizens to keep himself in power while propping up a hollow promise of peace.

Doom refused to admit his mistakes and the only mistake he learned is that trying to take over the world would never work with heroes like Reed are there. He then claims that he had not lost but merely "postponed". Doom then reveals why he had come for Reed: to inform that he is dying as a result of his bargain with the Tribunal. Reed presumes Doom wants him to save his life and flatly rejects his demand. Doom, however, replies this is not what he wants. With time running out, Doom demands to know Valeria's wellbeing in which Reed replies that she is well. Satisfied, Doom tells Reed to "take good care of my world" before his entire body suddenly collapses into green ashes. Only his metal mask remains.

Reed picks up Doom's mask and finds a message behind it. It is Doom's final will which appoints Reed as the executor of his will which specifies him to give all of Doom’s possessions, including the nation of Latveria, to whoever "first manages to-".

Meanwhile in Lotkill, New York, the Scarlet Witch has retrieved the Eye of Agamotto and Cloak of Levitation.
