Mad Scientist invented a device that was able to shrink water. He planned to use this to dry up the city's water, which he planned to later resize and then sell at auctions. After he removed all of the city's water, Storm arrived to refill the city's lake. After seeing this, the Mad Scientist threw a tantrum, but later regained his senses after being calmed by his assistant. Both he and his assistant planned to make the water dry again, and so they disguised themselves as hotdog salesman in order to sneak back into the park. After making their way in, they were struck by Storm's lightning.[1]
