Lieutenant Peter[1] Malev was a member of the Defense Intelligence Agency (DIA),[1][2] a rogue team in the United States military that was associated with corrupt U.S. Attorney General Roger Mollech in the conspiracy Project: Democracy.[3][1] As a part of their work, the DIA oversaw illegal operations of arms trafficking in the United States, to ensure that they happen without any problem, as these operations were arranged by Mollech to provide the government of Medisuela[2] with defective weapons that would blow up on their faces when they try to use them.[4] Medisuelan President, General Navatilas, believed Mollech wanted him to use these weapons against other South American countries to favor U.S. interests,[2] but Mollech really wanted the United States to invade Medisuela and replace Navatilas with a puppet government under his control,[4] something that the DIA knew.[3]
The DIA oversaw an operation where gunrunner Doctor Slickster was to distribute a shipment of such weapons to Medisuelan forces in American soil. Superhero Captain America, hearing about an increase in weapon traffic, tracked the operation and stopped it, thou a rocket launcher exploded when a Medisuelan tried to use it. The DIA revealed their presence and their commanding officer, Max Kalee, claimed to be trying to stop the operation, offering to clean it up and send Captain America a report. However, Kalee really impounded the weapons, loaded those on a military airplane crewed by Kalee and Theopolous, and flew those to Medisuela themselves. Still, the conspiracy was in danger due to interference by Captain America and also by vigilante the Punisher. Mollech's aide Angela Stone recruited the Punisher to kill Captain America,[2] then sent DIA sergeant Lykaios Theopolous to kill the Punisher. At that point, the DIA were totally behind Mollech in his plans to get rid of Navatilas, with Malev in particular supporting it.[3]
Stone next took Kalee Malev on a field trip to the weapons delivery company, to check whether the Punisher had obtained information on the conspiracy. When clerk Ms White was not intimidated to reveal information to the Department of Justice, Stone murdered her, with Kalee and Malev helping her dispose of the corpse, and confirmed that the Punisher and Captain America were infiltrating in Medisuela, which she reported to her superiors.[3]
Mollech publicly accused Navatilas of ordering Captain America's assassination, using it as grounds for the invasion, but the U.S. Administration thwarted his attempts to declare a full-scale war. Undeterred, Mollech arranged for the DIA and his allies in the United States Air Force to covertly infiltrate Medisuela in uniform and assault the capital city, Medisuela City, trying to force the government to commit to a full-scale invasion lest they'd admit to have rogue elements in the military.[1][4] Malev and his DIA peers participated using attack helicopters and strafing civilians in the street, while Medisuelan anti-aircraft guns exploded in the gunners' face. However, Captain America and the Punisher joined the defense of the city: Captain America jumped on Malev's chopper' landing gear; but Malev was unworried about that, thinking that Captain America would be unable to keep the position for long and would soon fall. As Malev continued shooting at the Medisuelans, Captain America used his shield to move the helicopter's gun. When Malev shot it again, his own barrage went through the helicopter's cabin, killing him.[4]Paraphernalia
