History

Robbins was the president of the U.S.A., when the discendant of Captain America, Jack Rogers went to the White House to ask the president to declare the Super-Soldier Serum formula to heal his ill son Steve, Robbins'general Pursur of the Kree alliance refused to reveal the formula of the Serum because of the national security. Robbins agreed and convinced Jack to leave.
