To avoid a costly gang war, he oversaw the division of crime in Madripoor between two crimelords instead of the traditional sole lord. Tyger Tiger would command most of the criminal forces, while General Coy dealt in the drugs and slave trade which the Tiger wouldn't touch.[1]
