History

Project Bloodwash was a secret program started by United States' Secretary of Defense Dell Rusk, secretly the Red Skull who had infiltrated the American government.

Situated in a secret U.S. Army laboratory under Mount Rushmore in Custer State Park, Project Bloodwash was created by Rusk to kill any african/afro-american member in the U.S. Army with a poisoned red dust.

However, Skull's plan was dismantled by the Avengers, who discovered that some high government member was pulling the strings behind this program; sending his Redwing spying, Falcon finally discovered Dell Rusk's hand behind Bloodwash, who then revealed himself as the Red Skull.
