History

Project Safeguard was an American military intelligence center in Washington, D.C. that was controlled by the Dire Wraiths. It was the base of a Wraith cabal led by the Most High One, which had global surveillance capabilities and assets in both the American government and the corporate world.

It combined Wraith and human technology which was given to humans (who did not realize they were aliens) and manipulated the American government and public into seeing Rom as a threat. When Rom was captured by the Wraith he was taken to their headquarters in Washington DC.
