Synopsis for "Mr. Castle Goes to Washington"
The Punisher arrived in Washington, D.C. while back in Los Angeles, Sammy realized that she knew him but never looked at his face and came to the conclusion that the riots were his fault. Mr. Secretary, his assistant, and a general were talking about how the media depiction of the Punisher and the riots, as well as the commissioner asking for tanks and helicopters, were going in their favor. The Punisher observed Mr. Secretary take a ride to his home in his car and followed him before it crashed, then knocked him unconscious with gas.
Mr. Secretary woke up at the Army Navy Golf Course and started interrogating him about why he sent the Howling Commandos after him and about the chemical weapons. He claimed that people were "lulled into false security" by "a handful of freaks in costumes" and "had to be reminded why they need the government." Then, he admitted that the chemical weapons came from him, although that it couldn't be proven, and that they were used in Mexico because that was just how they were tested. The Punisher asked him who else was behind it but didn't learn who and left him behind, rather than killing him. In Los Angeles, Tommy watched the news report that the Punisher had been killed by crossfire in the riots.
While walking through Arlington National Cemetery, the Punisher thought that he should have been buried a long time ago and contemplated retiring, relocating south of the U.S., or staying and killing every criminal while helicopters appeared in the sky and located both the Secretary and the Punisher. As part of his escape plan, the Punisher uncovered a motorcycle and attempted to escape them before Captain America threw his shield at the motorcycle and knocked him off.
