Synopsis for "World War Frank: part one"

Hydra boarded a freighter 300 miles off the coast of Morocco and held its crew hostage. In Zurich, Ambassador David Fourel demanded that Ambassador Garron Winslow of Bagalia demanded the return of the ship and its crew before the latter denied any knowledge of it and Baron Zemo entered the room and offered to try to find the missing crew in exchange for the former using his influence to help build a research and facility in the Docklands Area of London. On Staten Island, Arjun Vedha, head of Roxxon security, argued with a Hydra member over the latter's early arrival before they were attacked, leading the former to drive away in armored car with a crate. They were followed by a truck and Vedha demanded that the driver identify himself.

Zemo met Dario Agger outside of Bagalia City and was told by him that the votes he needed in the U.N. General Assembly were in order and that his project would soon be assembled at their Staten Island facility. Back in New York, the driver of the truck hit the armored car accompanying Vedha's, but destroyed his vehicle as a result. A motorcyclist stopped by the wreckage as the Punisher executed Roxxon members and used the motorcycle to catch up to Vedha's armored car and get on top of it, although he fell off before they reached a facility. In Bagalia, Zemo found out that the Mandarin, his partner, killed an Italian ambassador while having coerced a German ambassador.

The Punisher attacked the Roxxon facility with a tank before guards disabled it. He came out and opened fire on them before disintegrating one with one of their weapons. Then, he took an elevator before shooting more and taking a briefcase. He jumped onto Vedha's helicopter as it was in the air and threw its pilot out while a bomb blew up the facility. Meanwhile, Zemo argued with the Mandarin over his methods of getting votes in the General Assembly before Agger informed the Baron that the Roxxon facility and his project had both been destroyed.

As reporters surrounded Tony Stark in New York, he shook hands with the Mandarin before whispering to him and vowing to "stomp all over it and him", whatever he was doing there. Later, during a session in the U.N. Building, the Mandarin, as Tem Borjigin, asked the General Assembly to recognize Bagalia before the Punisher shot him in the head with a weapon that bypassed his shield. The Mandarin died before Tony could rush to him and demanded that the facility be locked down. The media reported that the Punisher killed the Mandarin, that the vote to recognize Bagalia was said to unlikely go forward, and that a manhunt for him was underway. While watching the report, Zemo decided to go to war with the Punisher.
