• Frank Castle is back in New York, but being labeled an international terrorist has made it an inhospitable homecoming.
• One man who is certainly not happy Frank’s back: NYC’s new mayor, Wilson Fisk, the “former” Kingpin of Crime.
• And Baron Zemo’s not done with Frank yet…
Notes
• Frank Castle has exchange with NYC which "support" his methods. He ends the confrontation with "If I find out you are trying to do what I do I will come for you next." Jerry Conway has been quoted as saying "To me, it's disturbing whenever I see authority figures embracing Punisher iconography because the Punisher represents a failure of the Justice system. He's supposed to indict the collapse of social moral authority and the reality some people can't depend on institutions like the police or the military to act in a just and capable way."
