Synopsis for "War on the Streets: part two"

In Boerum Hill, the Punisher killed a man who was following a woman while she was still searching inside of her purse, using his own knife against him. She thanked him and insisted that she owed him something because he was her "hero", although he insisted that he wasn't and revealed that he knew that she was his target, Miss Fischer. Then, she attacked him with a knife and revealed that she was Hydra elite before he cut her and kicked her towards the stairway of a house. She didn't know where Zemo was but told him where to find people who would know where he was. Meanwhile, after waiting for two hours, Zemo met with Mayor Fisk at City Hall in Manhattan and revealed that the Punisher was in New York and followed him. Zemo wanted to present an option to Fisk to rid both of them of the Punisher once and for all, offering the latter all the credit while wanting his head for himself.

While walking down the street, a police car stopped the Punisher and told him about a man who was following women and robbing them at gunpoint before two officers realized that he was the Punisher. They revealed that they had his symbol on their car and that they supported him, as opposed to most other officers, before he disapproved, ripped off the symbol, and told them that they weren't the same because they took an oath to uphold the law and that they helped people and that he gave that up a long time ago and that nobody did what he did. He threatened to come for them next if he found out that the two officers were trying to do what he did while a shadowy figure observed him from a rooftop. In Concourse, Fisk was supposed to throw the first pitch at a baseball game before Zemo appeared and during the national anthem, Zemo mentioned that the U.N. agreed to send 24 troops to help confront the Punisher and Fisk revealed that he was reinstating V.I.G.I.L.

At the Bar With No Name, the Punisher lured men out by throwing a grenade into a locker, causing a fire before gunning them down and learning that the last one was the new Scourge and that everyone else was having tryouts and that they were going after him before he executed him with his shotgun. Kingpin learned that Zemo's "team of specialists" consisted of Moonstone, Jigsaw, Fixer, and Ghost and was irritated before having to give a speech to the public about the Punisher's return, the loan of U.N. troops, and the reinstatement of V.I.G.I.L. before introducing the Thunderbolts, led by Zemo in the guise of Citizen V and consisting of his "specialists." Fisk was shocked when his speech involved him introducing the Thunderbolts and threatened to kill Zemo if he "screwed this up" and Zemo responded by telling him that he had an Army in his city and "to be nice and go to war."

Notes

• Frank Castle has exchange with NYC which "support" his methods. He ends the confrontation with "If I find out you are trying to do what I do I will come for you next." Gerry Conway has been quoted as saying "To me, it's disturbing whenever I see authority figures embracing Punisher iconography because the Punisher represents a failure of the Justice system. He's supposed to indict the collapse of social moral authority and the reality some people can't depend on institutions like the police or the military to act in a just and capable way."
