History

The Punishers were the police force of the Blue and ensured people were not mis-using their powers. When She-Hulk snuck into the Blue in her human form, she was sighted by Agent Baldwin who called for other Punishers to come and assist. A group of Punishers chased her down but she managed to avoid their capture, but was instead taken down by "T'Challa".
