History

Rising Tide is an anonymous network of hacktivists dedicated to exposing the existence of superhumans and powered individuals in the fear that they will be arrested by the government rather than sanctioned (which is what S.H.I.E.L.D. is really planned). One of the Tide's premier operatives is Skye.
