History

Commissioner Nathan Martin came to Captain America and asked him to look into the disappearance of numerous patrolmen by going undercover into the NYPD. Martin was under suspicions that one of his own officers could be behind it and so he wished to have someone new come in and investigate. As Steve Rogers he enlisted into the NYPD as a rookie patrolman with Robert Courtney being assigned as his patrol partner.

Courtney joined a suspended Brian Muldoon in an investigation to the identity of the Cowled Commander. Muldoon who was secretly the Cowled Commander led Courtney to investigate Patrolman Steve Rogers' apartment. Steve made for an excellent diversion into the identity of the Cowled Commander given that he was already very suspicious due to his special treatment in the department and his mysterious disappearances. Neither men knew that the reason behind this was because Steve and Captain America were the same person.

Not finding any evidence in his apartment the two would eventually end up kidnapping Steve Rogers when he left his apartment building. With Steve in their custody Muldoon planned on making him confess to being the Cowled Commander as well as to the crimes committed after some torture but he never got the chance as Steve broke free of his binds upon being left alone in the room he was kept in. He quickly dawned the guise of Captain America and did battle with Crime-Wave, a group of criminals brought together by Muldoon.

After Commissioner Nathan Martin and the NYPD broke into the block where the fight was taking place Captain America and the Falcon went after the culprits but not before having to dissuade Sharon, Leila, Muldoon and Courtney from accompanying them. Muldoon put forth that they should follow the heroes anyway and so the group did just that.

Sometime during their pursuit into the lair of the Cowled Commander, Muldoon was able to get the drop on Courtney and the women tying up the three and stashing them in a room. They would later be freed by Captain America and the Falcon after defeating Crime-Wave and unmasking Muldoon as the Cowled Commander.
