When Senator Morton Clegstead backed Project Greenskin to finance with the US erary a high-tech prison to capture Bruce Banner, Dutton opposed him and caused a Congressional hearing in the Capitol Building. Dutton insisted that the investment should be directed to fight poverty or other more useful cause.[1] Project leader General Thaddeus Ross's testimony, justifying Hulkbuster Base as a research area, convinced the Senate to back up Project Greenskin. Dutton nonetheless was authorized to investigate Clegstead himself and, with risk to his life, discovered that Clegstead had personal interests in the project: The Senator was using the Project's resources, without authorization, to fight his own disease and get superhuman powers. Clegstead was killed in combat with the Hulk, but at the same time Dutton got proof of both Clegstead's abuses and of Greenskin's use at medical research. Dutton then went to Ross and told him he had became a supporter of Greenskin.[2]
