History

The citadel was either constructed or bought by the criminal Rozzo using the proceeds of he gained from his criminal activities. It was in the middle of a swamp. It was only accessible by cable car. It had a lookout tower, an ammunition supply room stocked with weapons and ammo, a torture chamber, a room where Rozzo stored his stolen loot, and an alarm room that alerted Rozzo of intruders.

Rozzo hoped to force his former friend Alvaro, the president of their home country of Oroco, to hand over control of the country to him as payment of a debt owed. He eventually kidnapped Alvaro while he was visiting the United States and a dancer of Lotta and took them back to his citadel. Rozzo threatened to torture Lotta if Alvaro didn't comply with his demands.

Alvaro and Lotta were rescued by Captain America and Bucky after they stormed Rozzo's citadel, causing it to flood and killing Rozzo's henchmen. Rozzo later died during a final confrontation with Alvaro and Captain America where he fell off the side of a building.[1] What became of Rozzo's citadel is unknown.
