Preface

Rudy Giuliani was the Mayor of New York City from 1994-2001. To date all of his appearances in Marvel publications should be considered topical references per the Sliding Timescale of Earth-616.

Apocryphal Appearances

After Onslaught apparently killed most of the main superheroes on Earth, a new superteam called Thunderbolts appeared, quickly becoming popular, and the Mayor of New York City ordered his aide Dallas Riordan to ensure that the Thunderbolts were affiliated to the city, instead of being a federal team like the Avengers.[1] The Mayor, depicted as Giuliani, then unveiled a statue in Sheep Meadow, Central Park, to honor the dead heroes; the ceremony was attacked by the Mad Thinker and his robots, and the Mayor demanded Riordan to summon some superheroes. The Mayor was initially nonplussed by Riordan using a pager to call the Thunderbolts, nor by the Thunderbolts' performance. After their victory, the Mayor congratulated the Thunderbolts, offered them the city's thanks - and allowed them to use the Four Freedoms Plaza, formerly Fantastic Four's HQ, as their base of operation (minus the equipment).[2]
