History

The S.H.I.E.L.D. Executive Board was the Council created by the spy agency's founder Tony Stark which included S.H.I.E.L.D.'s main funders.[1][4]

Their role consisted in supervising S.H.I.E.L.D. Director's activities and decisions. After the first Director, Rick Stoner, was killed by Hydra agents, the Council and the United States President decided to elect C.I.A.'s top agent Nick Fury as the new public director of S.H.I.E.L.D.[1][4]

Some time later, the Deltite, an advanced Life-Model Decoy of Hydra's leader Baron Wolfgang von Strucker created by Arnim Zola under Strucker's orders, successfully infiltrated the Council and started replacing the members with other Life-Model Decoys.[5][4]

After the death of Baron Strucker,[6] Hydra splitted in several factions such as A.I.M. and the Secret Empire. The Council, now composed entirely by LMDs, controlled S.H.I.E.L.D., Hydra, A.I.M. and the Oil Corporation Roxxon, with the Deltite himself as the new Supreme Hydra.[7]

The Council secretly led the Deltite Affair, a secret training project that consisted in replacing the S.H.I.E.L.D.'s top agents with advanced LMD duplicates enhanched with Nick Fury's Infinity Formula, giving them immortality.[8] Those LMD were created by Roxxon's Encoders, who worshipped the Deltite as a god.[9]

After Nick Fury and some agents loyal to him killed all the Deltites, including the Executive Board, S.H.I.E.L.D. was shut down by the United Nations.[5]

After some time, a new S.H.I.E.L.D., under the direct control of Nick Fury and the United Nations Security Council was created;[10] at the same time, Baron Wolfgang von Strucker was resurrected thanks to his Death Spore Virus.[11] Hydra then managed to brainwash the original S.H.I.E.L.D. agents replaced by the Deltites and kept in stasis into having them working for Hydra.[12]

Three agents, Jasper Sitwell, James Woo and Sidney Levine, escaped from their stasis pod and created a new Council from which they directed the brainwashed agents like Clay Quartermain and Laura Brown.[12] After Fury defeated the reborn Strucker, the agents were freed from Hydra's psychic control and they rejoined S.H.I.E.L.D.[13]
