San Concepcion

History

Elektra came to San Concepcion to murder political leader Carlos Huevos. At his funeral she met Ambassador Reich and, feeling the stench of the Beast coming from him, she later attempted to kill him, too, but failed. She was then found almost drowning in the bay, where she killed two local police officers, before being locked up in the Valley of Peace Institution for the Criminally Insane, from where she escape about four months later.^[1]

The S.H.I.E.L.D. then sent in San Concepcion cyborg agents John Garrett and Arthur Perry to hunt Elektra, but she managed to defeat them causing a massive munitions explosion in San Concepcion Bay.^[2]

Elektra then infiltrated the local S.H.I.E.L.D. base, stole Garrett's implant from the surgeons and raided the information banks, before being caught and held captive; she then mind-controlled Garrett to break her free from the base. She eventually managed to murder Ambassador Reich during a public reception, but, sensing he already transferred the Beast into United States presidential candidate Ken Wind, she immediately left for the US.^[3]
