History
The Scourge Program was created by the World War II veteran, Thomas Halloway, who grew increasingly disgruntled by the prison system that allowed criminals to walk free. With funding from Halloway, Domino recruited volunteers, trained by Bloodstain, to travel the world and kill various criminals, identified and targeted by Domino. However, his actions were discovered by U.S. Agent, who killed his most recent operatives and arrested him for assisting numerous murders.[1] Following the organization's end, Henry Gyrich was manipulated into brainwashing two heroes, Demolition Man and Nomad, into becoming the next Scourges, but this was also quickly shut down. Ironically, Jonathan Walker the U.S.Agent eventually grew tired of supercrime himself, and restarted the program after Wilson Fisk became mayor of New York.[2]
