Seth Waters was an agent of S.H.I.E.L.D., who never went on the field, but was involved in the stalled and controversial Nemesis Program projects. He was in a fact a double-agent for Hydra, and spied on them as well to the benefit of Leviathan.
History
Agent of S.H.I.E.L.D., Hydra and Leviathan[]
Seth Waters was a S.H.I.E.L.D. liaison for the local branch[2] at the Langley Bureau,[4] Virginia, the Administrator for Washington, D.C. Bureau, and a Level 6 agent. He communicated with Nick Fury about the apparition of a Wolverine during the Spanish Civil War.[5] He obviously disliked his position at Washington, and made little effort to hide.[3] Listed as a trusted member of Hydra,[6] he was in fact loyal to yet another organization: Leviathan and disregarded Hydra.[2] Waters never served on the field for S.H.I.E.L.D. nor donned the uniform. Because of those facts (and because he was always addressing him by his full name), G.W. Bridge didn't trusted him.[4]
He was part of the meeting to discuss the threat posed by Cable at the S.H.I.E.L.D. Helicarrier Hermes, and the potential of the Techno-Organic Virus technology to aid the stalled Nemesis Program. He rejected the idea of a direct strike on Cable's HQ in Hell's Kitchen, and proposed to deploy Agent 18, a plan accepted by the meeting.[3] Bridge was transferred to the Washington bureau,[7] where he started to inquire on its activities and asked him about the deployment of S.H.I.E.L.D. Air Cavalry in Hell's Kitchen, but Waters rejected any involvement, stating that they were out of his Langley bureau jurisdiction, that the Washington bureau merely transferred information between S.H.I.E.L.D. and the U.S. government, that Hell's Kitchen was outside their jurisdiction, and that he should forget about it,[4] in order to keep him from making the connection between the manhunt on Cable and the Nemesis Program.[8]
He communicated with Nick Fury about the apparition of a Wolverine during the Spanish Civil War.[5]
U.S. Department of the Treasury[]
Thirteen months before the fall of S.H.I.E.L.D., he moved to the U.S. Department of the Treasury, allegedly as someone owed a favor to her wife (who worked as the State Department).[2]
He had over 20 billion dollars in various slush accounts, providing money to Leviathan.[2]
Arrested, Uncovered and Death[]
After finding his name in a Hydra's database,[6] Nick Fury send John Garrett in an interview with him, but Waters revealed he knew Garrett's identity and even about Pieta's meeting, that Fury had sent him, and warned him about his organization. Garrett consequently left.[9]
Tipped by Fury, H.A.M.M.E.R. director Norman Osborn had his agents arresting Waters at his office, while he tried to shoot himself. They also found some unknown data retrieval device that H.A.M.M.E.R. wasn't able to use.[2]
Osborn had him dragged to the Stark Tower for interrogation, and quickly understood that Fury was behind his arrest, and had him tortured by Bullseye using toothpicks.[2]
Once he revealed he was working with Leviathan, he was executed at long-range (his head exploded by a single shot) by John Garrett under Fury's order, who stole the data device and escaped, only to read it to himself at his secret base of Pieta in Rome.[2]Paraphernalia
