History
Formation
The team was assembled for a short period of time by Doctor Octopus, as part of his plan of revenge on Norman Osborn. Otto released Mister Negative, Electro, the Vulture, Rhino, and Scorpion to wreck havoc on Manhattan, as a form of destabilize the city's trust in Norman's rule.[1]
Defeat by Spider-Man
Spider Man went around the city defeating both Electro and the Vulture in Hell's Kitchen, Rhino and Scorpion near the George Washington Bridge, Mister Negative was defeated on the Oscorp building on Upper West Side, and the last member, Doctor Octopus, was defeated on a epic battle atop Oscorp Tower.[1]Paraphernalia

Notes
- Otto gained the loyalty of the five other members by offering them what they wanted.
- Electro wanted to become pure energy; Otto crafted a suit that brought him close enough that the difference wouldn't matter.
- Vulture was suffering from spinal cancer due to his original suit's power source; Otto crafted a treatment to cure him.
- Rhino wanted out of his suit; Otto crafted an acid to break him out.
- Scorpion wanted his debts erased; Otto persauded the more powerful people to cooperate.
- Mister Negative hated Osborn like Otto; both wanted him to pay.
Trivia
- Apparently, Otto reverse-engineered Sable International tech to build the team's enhanced suits.
