History
A supermax top-secret underwater prison for the worlds greatest psychopaths. Even the vice-president doesn't know about it. Shortly after Norman Osborn was mysteriously sent there, his followers rioted in the second wing and caused alot of chaos killing many guards. Other super villains in the Third Wing were able to escape along Osborn.
