Hydra's Captain America was created by Kobik under the suggestion of the Red Skull. He eventually revealed his real nature with a tweet, but the socials had a bad reactions.
As Hydra Supreme
The evil Steve exiled the space heroes out of Earth with a planetary shield and isolated Manhattan with a black dome; heroes tried to stop him, but he defeated all of them with Mjolnir. Cap and the heroes searched for the fragments of the Cosmic Cube to change things, but Steve stole the heroes' fragments and created an armor to change reality in Hydra's image.
In the end, Kobik freed the real Captain America from the cube and defeated Hydra's Captain America with Mjolnir. After these events, the two captains were both imprisoned until it was figured out who the real Steve was.[1]
