History

Westin was a dirty cop owned by by Cristu Bulat's operation. When Bulat's people were hit by the Punisher they were concerned about what he might learn and ordered Westin to seek out the Punisher hoping to keep him busy and away from their sex trafficking work.[1] Westin was reluctant having heard what happened to Nicky Cavella after he targeted the Punisher but went ahead with it anyway, convincing a fellow officer to hold a press conference where two police officer faked injuries supposedly sustained at the Punisher's hands.[2]

When another officer accidentally harmed himself while trying to apprehend the Punisher he had him fake more serious injuries also and when officer Russ Parker and Marcie Miller were displeased with the lies they were being forced to tell and the fact that more people were being involved in they began to question why this was happening so Westin arranged for them to be beaten by seven other officers in what was made to look like a homophobic attacked aimed at Officer Parker.[3]

Westin was contacted by Vera Konstantin one of the leaders of the slavery ring when Cristu went missing and also learned that one of his fellow dirty cop had been beaten and then attempted suicide.[4] Soon after the Punisher took down the rest of Cristu's people and got ahold of the last of the leaders of the slavers, Cristu's father Tiberiu Bulat, before contacting Westin and telling him that he had Vera's file on him.[5]

Westin went to meet the Punisher who told him he was going to deliver a video of Tiberiu being burnt alive and telling them 'don't come back here', which he made Westin watch as he did, and deliver it to the eastern european end of their operation to let them know it was over as well as arranging visas with Homeland security for the trafficked women the Punisher had freed. Westin flew out two days later to deliver the message and was never seen again with the Punisher assuming the Moldovans had killed him.[5]
