History

After the Superhuman Registration Act was passed, S.H.I.E.L.D. created a special division colloquially referred to as "Cape-Killers" to take down and arrest unregistered superheroes they could find.[1]

During the events of the subsequent Superhuman Civil War, the Cape-Killers were responsible for capturing and transporting unregistered superheroes to the Negative Zone prison, 42.[2]

After Norman Osborn established H.A.M.M.E.R., he dissolved the Cape-Killers.[3]
