Pamela Hawley[]
This character is clearly a loose adaptation of Pamela Hawley and there are some factors, albeit admitted conjecture, that back this up:
1. Both characters are British.
2. Both work in S.H.I.E.L.D..
3. Both hold a close affiliation with Nick Fury; though no romance is shown in the MCU, Councilwoman Hawley still shares a deeper bond toward Fury unlike the other WSC members, and she's given more important roles than the others, who have no comic counterparts.
Who else could this character be, if not Pamela Hawley? The MCU is no stranger to loose adaptations and, in some cases, merging/separating characters entirely (Deathlok, Alexander Pierce, the Vankos etc.). - What is the source of this name, I cannot find one, its not in the credits.
