General Ross' history is presumably similar to his Earth-616 counterpart's up to an unknown period in time.

General Ross was mentioned to be dead by the VR simulation of his grandson Thaddeus as the simulation that kept Hulk subdued began to break down. Ross' ultimate fate after the nuclear war that devastated the world is unrevealed, but it can be presumed that he died by the time Hulk (now going by the moniker Maestro) rose to power.
