History
Thomas Raymond's history is presumably similar to his Earth-616 counterpart's. He was formerly the partner to the original Human Torch.[1]
He survived the nuclear war that devastated Earth[3] and became the Minister of Dystopia and advisor to Hercules who went by the name of Maestro and after rebuilding New York City into the city of Dystopia, became its ruler.[4] He served Hercules for years and eventually lost his pyrokinetic powers.[1]
He was sent by Hercules to retrieve the Hulk after he suddenly reappeared so Hercules could fight him. Hulk vanished, much to Hercules' dismay. Later, the Minister informed an overjoyed Hercules that Hulk reappeared. After Hercules defeated Hulk, Hulk left Dystopia for a number of years and later reappeared with the villain Vapor, who helped Hulk kill Hercules so he could take over Dystopia. However, Hercules suddenly came back to life when Hulk tried to cremate him. In the end, the Minister turned on Hercules and killed him, stating he never like Hercules.[5]
The Minister became the advisor of Hulk who became the new Maestro and became feared by the population as much as the Maestro.[6] While he appeared loyal to Maestro, he worked behind the scenes to undermine him, including secretly reporting to Namor Maestro's movements[7] and discussing how to kill Maestro with Rick Jones and his rebels[1] as well as providing the rebels with Doctor Doom's Time Platform.[8]
During Pizfiz's interrogation to obtain information on the rebels, the Maestro was about to kill the rebel after Pizfiz spat in his face, but the Minister intervened making him come to his senses otherwise they would not have obtained any information. Using technological equipment, the Minister managed to obtain the position of the rebel den.[6]
After Maestro defeated his past self and tortured him, Minister feared that the past Hulk would rally the resistance against the Maestro and tried killing him. However, he was ambushed by the rebels and forced by them and the recovered past Hulk to take them to the Maestro's chambers. During the fight between the two sides, the Minister was killed by Maestro.[9]Attributes

Notes
- Rick Jones recognized the Minister as Toro due to his distinctive Brooklyn accent.[1]
