When Odin became a tyrant and began to rule Asgardia with an iron fist, he assembled a team of Asgardians to act as a law enforcement unit, led by Odin's brother Cul, the Minister of Justice.[1] Each member of the Thunder Guard wielded a hammer made of Asgardian iron, the same as their armors.[2]
