Following the defeat of the cryptic organization known as the Outer Circle, one of their members, Bucky Barnes, the Revolution, inherited the intel and resources they had constructed over decades of schemes and conspiracies. In order to make good use of his influence against evil lords, Bucky approached Contessa Valentina Allegra de Fontaine, the founder of O.X.E. who was a Life Model Decoy of the original master spy deceiver. He proposed to form a new Thunderbolts team to permanently eliminate the Red Skull and his enterprises. Their first recruits were Sharon Carter, the Destroyer and the renegade Red Guardian for a mission to raid the Red Skull's base in Argentina. The new Thunderbolts brought justice, like lightning, eliminating Red Skull's host body Aleksander Lukin and destroying his operations.[1]
Based at Thunderbolts Mountain, the team's next target was Wilson Fisk, the Kingpin of Crime and White King of the Hellfire Club, who guarded the fortune of the late Red Skull. With Natasha Romanoff, the Black Widow, and Yelena Belova, the White Widow, at his side, the Revolution infiltrated a party hosted by the Hellfire Club where ownership of the funds would be transferred, with the intention of stealing the fortune. The Widows performed the heist, but Bucky could not help confronting Fisk. During the conflict, he learned that, although Lukin's body was killed, the Red Skull had survived. The Thunderbolts stranded the fortune in an inaccessible pocket dimension. Back to their headquarters, the Contessa was able to track the financially-crippled Red Skull to Latveria. This posited a dangerous political scenario that could possibly trigger another World War.[2]
The supporters of the Red Skull hidden in the American government wished to cover his tracks in Latveria by fabricating an operation. The mission was to be executed by U.S. Agent and American Kaiju. In Hong Kong, Shang-Chi, the Master of Kung Fu and lord of the Five Weapons Society, was sent by Bucky to expose the ruse. U.S. Agent was reticent about trusting Shang-Chi, while the American Kaiju was revealed to have been mind-controlled by the Red Skull when confronted by Bucky. The monstrous creature went on a rampage throughout Hong Kong, but was subdued by the Thunderbolts. In the aftermath, the Revolution offered the U.S. Agent a position in the Thunderbolts to get revenge on the Red Skull.[3]
Although the Revolution informed the monarch of Latveria, Doctor Doom, of the Red Skull's activities, Doom was unconvinced and insulted by the accusation that the Skull had breached Latveria's sovereignty and ultimately denied the Thunderbolts entry into his country. Owning to Doom's warning of destroying them within ten minutes after detecting their presence, the entire team of Thunderbolts still infiltrated Latveria and attacked Red Skull in his hidden base. The operation last long enough for Doctor Doom to arrive and attack them, only for them to teleport at the last minute, which resulted in the Red Skull being obliterated by the blow in their place. Infuriated that he was proven wrong and got used by the Thunderbolts, Doctor Doom contacted the Revolution to threaten him, was talked down. Afterwards, the Thunderbolts reconvened at Thunderbolts Mountain to discuss their next targets.[4]Paraphernalia
