Synopsis for "There Is No High Road: Part One - Power and Control"
The Fixer established a connection into S.H.I.E.L.D.'s server in order to wipe out information they've stockpiled and collect intel before the Winter Soldier led him, Moonstone, Atlas, and Mach-X against six armored agents. After escaping, they landed outside of an underground bunker in New Mexico where they were greeted by Kobik. Bucky told the Fixer to plug in the data they acquired and to cross reference it with their old files while Moonstone complained about their new clubhouse.
The next morning, Bucky attempted to contact Steve before seeing that Kobik used her powers to make their clubhouse look nicer. Out of worry if S.H.I.E.L.D. could track her energy output, Bucky made a new rule that his teammates couldn't ask her for things. The Fixer filtered their new and old data before the Thunderbolts went to investigate a signal in Whitemarsh, Georgia, where they found a warehouse and found large cocoons. When Moonstone argued with Bucky about destroying the warehouse, she insisted that he didn't have the power to lead the group and that she did. Then, she declared that who could ever take the Moonstone from her could lead the Thunderbolts before Kobik did it before the other members watched in shock.
