Timothy Dugan was part of the project that made Captain America, responsible for approaching Rogers about the possibility of agreeing to join, when he first appeared he was already a grown man in 1943.[1][2]

Thanks to a runaway mutant, Dugan and Nick Fury led a strike team at the WEapon X facility, but not before killing Malcolm Colcord on the true origins behind mutants, and rescuing T'Challa Udaku.[3]

Timothy Dugan went on to become S.H.I.E.L.D.'s Director of Mutant Operations. He appeared mainly via a hologram. Dugan was scarred and ageing but physically fit. He had a mysterious connection to Wolverine, even remembering Logan's real name while Wolverine himself couldn't recall it, most likely due to his knowledge about Weapon X.[4]
