Presumably, the past of Dum Dum Dugan of Earth-9997 mirrors that of his Earth-616 counterpart. In recent history, Dugan was still a member of SHIELD. During the various crisis created by the release of the Terrigen Mists into Earth's atmosphere, SHIELD was one of the few organizations trying to keep the world in order. When Norman Osborn seized control of the United States, the members of SHIELD and Captain America would not pledge their allegiance to him because he used ill gotten means to secure his Presidency.[citation needed]

Hydra host

In retaliation, Osborn created the Hydra, a biological parasite that would take control of its host body effectively killing the host and taking control of their body, they would retain that beings powers and memories. Dugan was one of the Hydra's many victims.[citation needed]

His physical body remained with the Hydra collective, wandering New York trying to find new host bodies. They clashed with the Iron Avengers, and the Skull's Army, where they were seemingly wiped out. Their appeared alive and well in a secret lab and be discovered by Mar-Vell and Captain America. When Cap learned from Mar-Vell that those who joined the Hydra are killed, Cap had their bodies banished to Limbo with Rom's blaster.[citation needed]

While in the Realm of the Dead, Dugan's soul joined with the other members of the deceased Howling Commandos in a constant struggle against super-powered beings in that realm. The Commandos (along with Dugan) were recruited by Captain America's soul to lead a counter attack against Death's forces when Mar-Vell assembled an army to kill Death and build a Paradise in her realm. Following the death of Death, Dugan joined the others in being the first to be accepted into Mar-Vell's Paradise. He was given a shard of the Cosmic Cube to consume and created his own ideal paradise world to live out eternity. Dugan was pulled out of this reality when Paradise was invaded by the Kree army. Dugan aided in the battle, which ended in the Kree's defeat and Mar-Vell turning over his powers to Reed Richards.[citation needed] Dugan's current whereabouts following the liberation of Paradise remain unrevealed.
