A new mutant arrives in New York City, calling himself the Banshee and he has the powers to go with the name. Flying to an expensive art gallery, the sonic powered mutant uses his powerful scream to knock out the populous and to smash through the glass to get at an expensive painting of a beautiful landscape before fleeing the scene.

As this is going on, the X-Men are testing the range of Mimic's power-copying abilities and seeing if the Professor's mental powers can help boost the range. Mimic only gets so far before the powers he's copied from the X-Men begin to fade away and he is forced to land. However, Mimic is not worried about this because he believes that with his combined abilities he'll be the most superior member of the group. This leads to an argument between him and Cyclops over Mimic's risk taking, with Cyclops believing that Mimic is looking toward a big fall.

While back in the city, the Banshee has returned to a preset hideout where he is reunited with his colleague, a simplistic man named the Ogre, who has just learned the secret location of the X-Men's headquarters. When the Ogre realizes that Banshee had gone out and stolen a painting, he attempts to scold him for jeopardizing their mission. Banshee tries to downplay it but then realizes that he is running low on tobacco for his pipe. He goes back out into the city where he once more uses his powers to steal; this time tobacco from a closed up tobacco shop. The attack attracts the attention of the X-Men who begin to mobilize a mission to investigate. While in Manhattan, Jean Grey is in Central Park with Ted Roberts who is brooding over a letter from home. He tells her about his successful brother when they are interrupted by a radio report about Banshee's most recent attack.

Banshee has meanwhile returned to his hideout and he and the Ogre prepare to strike at the X-Men's base. They use a pyro-projector to cause a fire nearby to distract people from witnessing their ship's departure from the base. They travel to the X-Mansion, where the Professor, knowing that the attackers are coming to the mansion, has his X-Men prepared to counterattack. The X-Men are all knocked out by the Banshee's sonic scream, allowing the Ogre to kidnap the Professor and attempt to flee the scene. He is tripped up by the timely arrival of Marvel Girl who uses her telekinetic powers to keep the Ogre busy until the rest of the X-Men revive themselves and attempt to capture the Ogre instead.

The Ogre calls Banshee to attack the X-Men once more but is forced to flee when they overpower him, leaving the Professor behind. Returning to the ship, he finds that Banshee has returned as well and the mutant is hardly impressed that Ogre has returned empty handed, causing him to go back after the X-Men to try and recollect Xavier.

This time, the Professor has read the Ogre's mind and knows how he buffers against the Banshee's sonic scream and creates ear buffers for the X-Men to wear to protect their ears from his debilitating power. When the Banshee attacks, the X-Men are ready and they subdue him and seal him in a pressurized suit and vacuum chamber that prevent him from using his powers. While getting an extra oxygen tank in the cellar, Cyclops notices a giant locked door in the basement of the Mansion that he had not seen previously.

Mimic is sent out to search for the Ogre, but he sneaks into the mansion and attacks the X-Men. Cyclops uses his optic blast and causes him to retreat outside where he is attacked by the Mimic. Mimic smashes his mechanical costume, defeating him and destroying all of his controls. Xavier then allows banshee to free himself. Banshee then removes the headdress that he's been forced to wear, telling the X-Men that the Ogre and an organization called Factor Three had forced him to work with them by planting a bomb in the headdress. Banshee leaves the X-Men with some ominous words, that Factor Three intends to take over the world.

Captain America's training in the Avengers Mansion is interrupted by the arrival of Nick Fury, of SHIELD. Fury has arrived to show Cap a miniaturized brain that SHIELD had taken from enemies, the organization known as "Them". As Fury briefs Captain America on the possibility that Them would be be able to create an artificial man, they are attacked by just such a creature when it phases through the wall of Avengers Mansion.

Battling the artificial man, they find that it utilizes different chemicals as weapons and work together to defeat it when Fury is able to drop a knock out drop down the artificial man's mouth causing it to pass out. However, before they can do anything else, the artificial man then self destructs, leaving no evidence behind.

After the encounter, Captain America explains that he'd been trying to contact Fury for some time to join up SHIELD, but decides against making his offer again because he has made a commitment to the Avengers. Fury, however leaves Captain America a SHIELD A-1 priority card should he ever need SHIELD's help in a future mission.

Synopsis for "Who Strikes at --- SHIELD?"

Watching from S.H.I.E.L.D., Fury and the other agents are able to see Mentallo team up with the Fixer. As S.H.I.E.L.D. prepares their defenses, the Fixer and Mentallo prepare to attack from underground. The Fixer mentions that he has been assisted in his fantastic constructions by 'them' but refuses to elaborate. The two manage to make their way through S.H.I.E.L.D. and are able to incapacitate Fury and his men. Attaching an electronic mask on Fury's face, the Fixer reveals that Nick Fury is now theirs to command ... To be continued next issue.

As Namor continues his hunt for Warlord Krang in New York City, the villain pilots his submarine with his helpless captive Lady Dorma near New York. Krang causes a gigantic tidal wave to strike the mainland, flooding the city with tons of water. After the deluge, authorities spot Namor witnessing the carnage and believe that he is the cause of the disaster. They open fire upon him.

Fleeing his attackers, Namor goes to a nearby radio transmitter to try and get a hold of Lord Vashti to see if the Atlantean science council can stop the tidal wave. Unfortunately, the radio transmitter is not strong enough to contact Atlantis, prompting the Sub-Mariner to attempt to appeal to the US Air Force. While down in the city, Warlord Krang and Lady Dorma walk among the surface-men to see the damage wrought by the tidal wave. As Krang gloats over the success of his first strike, Dorma overhears one of the fire fighters mention that Namor is still alive.

Meanwhile, the military track down Warlord Krang's craft and send out a submarine to destroy it. Hearing this over the radio, the Sub-Mariner assumes the worst and that Lady Dorma may have been killed. While Namor asks if there were survivors, the men in the radio building cause the radio transmitter to short circuit shocking the prince of Atlantis with a powerful jolt of electricity.

Lady Dorma at this point has attempted to flee Krang and gain control over the craft to find that it has been destroyed. Before Krang can grab her, both are captured in a net dropped by a helicopter above and are carried back out into the city. They realize to their horror that it's becoming harder to breath and realize that the chemical treatment that Krang exposed them to that allows them to breathe on the surface has started to wear off.

As Namor struggles with a group of soldiers come to apprehend him, he overhears from a radio car on the street below that the humans think that Krang's craft was his and that they have Krang and Dorma captive. Namor breaks free and rushes to the location where they are being held, unaware that the military has set up a trap for him using Dorma and Krang as bait.

As Yon-Rogg once more plots against Mar-Vell, Mar-Vell takes Rick Jones to the nearest city, and allows Rick to switch places. Entering into a bar, Rick finds the desire to play music for the audience and manages to convince the music act to let him have a go on stage. The crowd reaction is mixed, and Rick is forced to knock out a heckler in the crowd. However Rick grabs the attention of music promoter Mordacai P. Boggs who offers to set Rick up with gigs and promote him, an offer which Rick declines. Afterwards, Mar-Vell deduces the location of Yon-Rogg and Rick switches places so they can go into action as Captain Marvel. Yon-Rogg has taken Carol to another abandoned Kree outpost on Earth, where there is a Psyche-Magnatron, a device that has long since been banned by the Kree empire. Yon-Rogg uses the device to create a Mandroid robot. When Mar-Vell arrives to save Carol, he has to face both the Mandroid and Yon-Rogg. During the battle Carol is injured and the Psyche-Magnatron damaged. Mar-Vell destroys the Mandroid and manages to escape as the Psyche-Magnatron explodes, killing Yon-Rogg in the process, but Mar-Vell manages to get far enough away that he is only mildly stunned by the blast. With the battle over, Mar-Vell changes places with Rick, who is just as physically exhausted as Mar-Vell and collapses on the ground.
