History

Tobias was a S.H.I.E.L.D. agent who pretended to be a leader of the rebellion that was forming a new team of Avengers; however, he was actually attempting to determine who Hawkeye's contacts were on the west coast for The Red Skull. He ended up killing Hawkeye instead, then was subsequently beaten to death by Logan.
