History

The Troubleshooters were originally created by Phil Vogt on the behalf of the N.S.A. as a unit of monitoring and reconnaissance, a team of agents with the ability to, if necessary, keep tabs on an alpha-level special response group, the likes of the Avengers or the X-Men, without their knowledge.

They were first deployed to monitor the Ultimates. Following the termination of said team, the Troubleshooters were appointed by the government of the United States to become their covert ops science team.
