History
After the Coles Disaster, the Underage Superhero Welfare Act (also known as Kamala's Law) was passed into law in the United States of America, prohibiting both individuals under 21 from being superheroes and the promotion of underage vigilantism,[1] though they could work with an assigned mentor.[2] The Act was debated between the rights of the individual (to freedom of action, expression, etc.) on one side, versus the rights of society at large (to safety from danger or harm) on the other.[3][4] The law directly led to the formation of C.R.A.D.L.E. to enforce it.[1] Arrested heroes were sent to sinister "re-education" schools that were run for the government by the Roxxon Corporation.[5]
Thanks to the work of the Champions and a speech given by student activist Kamala Khan, public sentiment turned against the Act[6] and the United States Congress voted to repeal it.[7]
